We have the Kawasaki Residential Support. The details of the system are as follows.
1 Contents of the system
This is a support system that ensures a housing opportunity and supports for a stable continuous residency when it is difficult for an elderly person or others to find a joint guarantor, serving as a guarantor to mitigate uneasiness that the landlord might have over payment of rent and so on.
2 Eligible Person
Those who are considered to be able to pay the rent and so on and who can live independently; and
(1) The elderly -> who are 60 years old or older living alone or living together with their spouse, children, brothers/sisters, or any family member aged 60 years old or older, living in Kawasaki City. Or relatives over 60 years old.
(2) Persons with disabilities -> who live in Kawasaki City, hold Seishin Hoken Fukushi Techo (health and welfare certificate of persons with mental disorders), Ryoiku Techo (rehabilitation certificate), or Shintaishogaisha Techo (physical disability certificate), and can prepare a letter of introduction of housing mediation issued by an organization of persons with disabilities and so on or a request letter that Kawasaki City issues for housing mediation as requested by a real estate company.
(3) Foreigners -> who have an alien registration in Kawasaki City, or who work for a company or go to school in Kawasaki City.
(4) Single parents -> who live in Kawasaki City with children who are younger than 20 years old with no spouse, or who receives Jidou Fuyou Teate (the Child support allowance).
(5) DV victims in a temporary shelter -> who are in a temporary shelter and are going to leave or who are already out of the shelter but it's within 2 years after leaving in principle, or those who had contacted the section of DV victims of Kawasaki City for consultation then admitted to a temporary shelter outside of Kawasaki City, and are going to leave or it's within 2 years after leaving in principle.
(6) The homeless in a support facility -> who are going to leave a self-reliance support facility in Kawasaki City.
(7) Persons in a child welfare institution -> who are going to leave a child welfare institution (foster home, children's self-reliance support facility, short-term therapeutic institution for emotionally disturbed children, self-reliance support facility, maternal and child living support facility, etc…) in Kawasaki City or leave foster parents to become independent, or those who have left such institution to be independent already and generally under 25 years old, or those who have been admitted to a child welfare institution in the other city under the arrangement of Kawasaki City, and are going to leave such facility or foster parents, or have left such facility living independently already, and are under 25 years old in principle.
(8) Patients with a specific disease -> who live in Kawasaki City and hold Tokutei Shikkan Iryou Jukyushashou (claimant certificate for special disease treatment) or Tokutei Shikkan Torokushashou (certificate of registration of a specific disease).
3 How to use the system
You can use this system with a real estate agency that is a member of an association of residential land building business in Kawasaki City and understands and supports this system. Such real estate agency has "居住支援制度協力不動産店" ("Partner Real Estate Agency of the Housing Support System") sticker.
When using the system, please visit the partner real estate agency and find a room that meets your requirements.
4 Service fees and contents of the insurance
(1) For 2-year contract, and it requires 35% of monthly rent and utilities paid in advance as the warranty fee.
(2) It requires to purchase fire insurance with special terms for 2 years.
(3) Generally, it requires to provide emergency contact information of relatives or others.
