Generally, those who have an address in Japan between age of 20 and age of 59 years old are must to enroll in the National Pension Plan (Category I) without regard to nationality.

1 Where to apply:

(1) If you do not take the procedure such as moving-in or moving-out.

Insurance and Pension Division of ward office or Insurance and Pension Desk, Citizens Center of Branch office in your area.

(2) If you take the procedure such as moving-in or moving-out.

Ward Residents Division of ward office or Resident Record/Child allowance/School Desk, Citizens Center of Branch office in your area.

2　Required Items:

(1) When a foreigner enrolls in the National Pension (for Category I)

(a) Pension book or Notice of Pension Number

(b) Residence Card

(c) (Only when you lost qualification of being Category II/III insured person) Any documents containing the date of loss of qualification (Unemployment Notice, Certification of Loss of Dependent, etc.)

(2)When a foreigner withdrawal the National Pension (Category I)　

If you enrolled in the Employees' Pension Insurance, or became a dependent on an insured person, the procedures for such loss will be taken care by work places.

When you process the move-out procedure at Ward Residents Division in a ward office or Citizens' Center at a ward branch office due to leaving Japan, etc., your qualification for being Category I insured will be terminated automatically. Besides, in case where you had paid for the pension for six months or longer while you were in Japan, you may be able to receive the Lump-sum Withdrawal Payments.
