If the previous income is less than certain amount and if you difficult to pay National Pension Insurance Premium, it can be applied for it. After approved, full amount or part of insurance premium will be exempted (3/4, half, 1/4) or granted a grace period for payment. (those under 50 years of age *)
1. Documents to be submitted: Application form of National Pension Premium exemption/ Application form of grace for payment
2. Application Period: It can be accepted always. However, if you delay to apply and you are not paying for long time, you cannot receive Basic Pension for Disabled People so that please take a procedure as soon as possible.
3. Approval Period: July to June of the following year
4. Where to apply: National Pension Desk, Insurance & Pension Division of ward office. Insurance & Pension Desk, Citizens Center of Branch office in your local area.
5. Applicant: The person her/himself (If the proxy apply it, please bring a letter of attorney and ID of proxy)
6. How to apply: please go to the counter of ward office directly
7. Evaluation Criteria:
(1)Full exemption and partial payment: The examination is based on the income of the applicant, spouse and head of household.
(2)Payment grace: It is determined based on the income of the applicant who under the age of 50 * and spouse.
*Until June 2016, the payment grace system was applied to those who is “under 30”,
but from July 2016, the target age is extended to those who is “under 50”.
(There is no retroactive application for periods prior to the 2015 exemption cycle.)
In addition, there is an exception case if you apply because of the unemployment or disaster.
8. Required Item:
(1) One of the following (a), or any of following (b).
(a) Pension book or Notice of Pension Number or the items that can be confirmed identification (such as driver's licenses or passports)
(b) My Number Card (you may not be able to use your notification card, so please contact us)
(2) For those who have left a job or suffered from a disaster:
Certificate of Unemployment for Employment insurance Insured person, Qualification Certificate for Employment Insurance or Health Insurance Disqualification Certificate for Employment Insurance etc. and Unemployment Certificate or Disaster Certificate issued or Unemployment Certificate or Disaster Certificate due to Disaster Certificate issued by public association.

(1) It may not be approved because it will be inspected by the Japan Pension Service based on your income.
(2) Those who have been approved for full exemption and extension of payment will be subject to examination for exemption (grace period) continuously from the following fiscal year if you request it at the time of application. However, those who have been approved for reasons such as unemployment or disaster, or those who have been approved for partial approval, will still need to apply for it in the following fiscal year.
(3)Please note that even if you are approved to make a partial payment, if you have not paid the rest of the premium, it will be a non-payment period.
(4) The exemption period is calculated as the period of eligibility for the pension, and you can pay the premium later if it is within 10 years (late payment). For information on the procedure for late payment, please contact the pension office in charge of your ward. If the premium is paid after three years from the approval, the premium amount at the time of approval will be added according to the elapsed period.
(5)For those who are exempted and will not pay later, 1/2 [1/3] of the approval period for full exemption, 5/8 [1/2] of the 1/4 premium payment period for 3/4 exemption, 3/4 [2/3] of the half premium payment period for half exemption, and 7/8 [5/6] of the 3/4 premium payment period for 1/4 exemption will be reflected in the amount of old-age basic pension. For those who have been approved for extension payment and will not pay for it, the period of extension will not be reflected in the amount of old-age basic pension payment. (Reflection rates in [] are for periods prior to March 2009.)
(6)Students and optional insured persons are not eligible. If you are a student and have difficulty paying national pension premiums, please use the Student Payment Exception System.
